Here is the law that we are required to enforce as a franchised dealer "No keys should be made without proper vehicle identification (vehicle registration and the title if possible). In addition, comply with any manufacture requirements on key cutting policies." We have been told only to except a registration and/or title not an AVR or our employees can be held liable.
