FunPreach responded

Called Volvo and dealer again. Dealership said they are not responsible to check recalls done to see if they work or not. They were not responsible for other wiring to the seat heater and would have to charge the $111 to see what might be wrong. Still should have been told on the phone before taking the trouble to bring the car in and then find out. Disappointing.
