Attended to my time waiting for my car to be serviced with professionalism, care, and getting me to somewhere to eat. My service representative was there to answer all my questions. It was a long wait, with professionalism, care, and getting me to somewhere to eat. My service representative was there to answer all my questions. It was a long wait, but I talked with the sales folks, watched TV, had free coffee. I didn't realize their shuttle doesn't go as far as Atwater, so I had to fill.my time in. Reading was helpful. Made the appointment for 10 o’clock for the oil change got their right on time was told it’s gonna take about an hour and a half to two hours waited for 2 1/2 hours. On 04/12/2026, my wife and I visited Modesto Toyota to purchase a Certified Pre-Owned Sienna. Our salesperson Walter was professional throughout. However, Store Manager Luis engaged in two instances of mi purchase a Certified Pre-Owned Sienna. Our salesperson Walter was professional throughout. However, Store Manager Luis engaged in two instances of misleading conduct. ISSUE #1 — DOC FEE MISREPRESENTED AS A GOVERNMENT FEE When I asked whether the $85 documentation fee could be waived as a goodwill gesture, I was told three times — by finance staff and then by Manager Luis — that it is a government fee they cannot control. This is false. The doc fee is a dealer-collected charge paid directly to the dealership, not any government agency. California law caps it at $85 but does not require dealers to charge it. When I pushed back, Manager Luis produced a printed industry document to support his claim. That document explicitly stated the fee "is not to be represented as a government fee." I highlighted that language on the spot. No apology or correction was offered. I requested Manager Luis return to address this — he did not. This may constitute a violation of California Business and Professions Code Section 17200 and Vehicle Code Section 11713. ISSUE #2 — IMPROPER DEMAND FOR A HARD CREDIT PULL We arrived with a bank pre-approval and were prepared to pay by check — no dealer financing was needed or requested. Finance staff nonetheless insisted a hard credit pull was required, citing identity verification as justification. This is not a valid legal basis. Under the Fair Credit Reporting Act, a hard inquiry requires explicit written consumer authorization, which we did not provide and were not obligated to provide. Avoid this dealership, their deceptive practices will waste your time in the best scenario. More
