We would like to provide additional context regarding your registration. From the beginning, our team remained actively engaged in working to complete your registration by coordinating with Bank of America, the Maryland Motor Vehicle Administration, and our title processing partners. As part of this process, the vehicle's title required coordination through Bank of America's Out-of-State Title Department in order to transfer the title from Virginia to Maryland. Bank of America confirmed they were working directly with you regarding the title transfer while also coordinating with our dealership. As with any out-of-state title transfer involving a lienholder, this process required actions and approvals from multiple parties outside of the dealership's control. We respectfully disagree with the statement that our management team lacked urgency or accountability. Throughout this matter, our staff remained in regular communication with the lender and the appropriate parties, provided temporary registrations as permitted, and continued working diligently to move the process toward completion. Our goal has always been to assist in resolving this matter as quickly as possible, and we remain committed to doing so. I acknowledge receipt of your response, I hereby formally dispute your explanation. The following constitutes an accurate and comprehensive account of the relevant events from my perspective. During my most recent communication with management, he was dismissive and asserted that the title had already been issued and that no further action could be taken by your dealership. He further stated that responsibility for tags and registration rests with the financing institution rather than the dealership. This assertion is incorrect. The vehicle was purchased directly from Moore Cadillac Richmond, not from a financial institution. Accordingly, the dealership bears responsibility for processing the title, tags, and registration, particularly after collecting the associated fees. On March 28, 2026, I purchased a 2024 Cadillac Escalade from Moore Cadillac Richmond. At that time, I executed the purchase agreement, secured financing through Bank of America, and remitted all required Maryland taxes, title, tag, and registration fees. Subsequent to the purchase, I contacted your title clerk to inquire about the status of my Maryland registration and tags. I possess complete email documentation of these communications. I was informed that the documentation had been forwarded to a third-party vendor, Vitu, for processing. Shortly thereafter, I was advised that my company was not in good standing. This issue was promptly resolved within one to two days, all applicable fees were paid, the status was restored, and proof was provided. I was then informed that the tags would be issued within approximately twelve days. After that period elapsed without any update, I followed up and was informed that a PSC letter was required. This request was unwarranted, as the registration was not for commercial use. Nevertheless, to avoid further delay, I promptly provided the requested PSC letter. An additional twelve days passed without progress. Upon further inquiry, I was informed of an alleged insurance lapse and an emissions issue. The insurance matter pertained to my trade-in vehicle, which had already been transferred to the dealership. Due to the dealership’s failure to timely submit the necessary documentation, a case was initiated with the Maryland Motor Vehicle Administration (MVA). I personally contacted the MVA, submitted the bill of sale, and successfully resolved the matter. Your dealership also repeatedly requested an emissions test, despite my multiple explanations that such a test was not required. The applicable requirement was a Maryland State Inspection, which I completed on March 30, 2026, and provided. I subsequently visited the MVA in person, where your representative communicated directly with an MVA official who confirmed that no emissions test was necessary. Notwithstanding this confirmation, your dealership continued to request it. During this period, your dealership issued three temporary tags but failed to complete the registration process. After several months without resolution, I filed formal complaints with the Virginia Motor Vehicle Dealer Board, the Federal Trade Commission, and the Offices of the Attorneys General in both Virginia and Maryland, and I notified Bank of America. After Bank of America’s involvement and DB Board DMV Virginia law enforcement did your dealership issue a non-negotiable Virginia title and transmit a receipt to the lender. Thereafter, it appears that your dealership ceased efforts to rectify the matter. I was provided with documents marked as copies, along with a check, and instructed to present them to the MVA. However, no representative could confirm whether the title originated from Virginia or Maryland. I possess text message evidence substantiating this. Upon presenting the documents to the Maryland MVA, I was informed that they were insufficient to process a Maryland title or registration. Bank of America subsequently confirmed that a Virginia title had been issued. The central issue is as follows: I am a Maryland resident, I paid Maryland taxes and registration fees, and the vehicle was intended to be titled and registered in Maryland. The issuance of a Virginia title is improper and has resulted in significant complications. Your dealership collected all required fees on March 28 but has failed, for a period exceeding three months, to properly complete the title and registration process. As a result, I have been unable to lawfully operate my vehicle, and I have incurred financial losses and business disruption. Notwithstanding any involvement of third parties, my contractual relationship is with Moore Cadillac Richmond. The dealership is responsible for ensuring the proper completion of this process following receipt of payment. I remain willing to pursue a resolution; however, immediate corrective action is required. Absent prompt resolution, I will pursue all available legal remedies. I expressly reserve all rights under applicable Maryland and Virginia law.

Update: Since posting my review, I received a call from the manager at Moore Cadillac Richmond regarding my registration concerns. I appreciate that they took the time to contact me and discuss the situation. The manager expressed a willingness to work toward resolving the issue, and I appreciate that effort. At this point, I am waiting to see whether the permanent Maryland registration and license plates are completed promptly. If the matter is fully resolved, I will update my review accordingly. My hope is that the dealership follows through and completes the registration process as promised.
