chouj888, Thank you for providing some feedback. Unfortunately in some cases, we are required to title and register vehicles when liens are attached and on vehicles that are in short supply. Our state does not offer in-transit tags either so we need to perfect the title and hard plate vehicles to ensure they are properly registered and the transfer of ownership has been completed.
