The Honda Superstore of Joliet responded

Mr. Moraetes did report this incident to the AG, and because we did not do anything immoral or illegal, nothing became of it. Under the USA Patriot Act (federal law, not Illinois law) all car dealers are required to run a back ground check against a list of known xxxxxxxxxx to ensure that we do not sell vehicles to anyone who would use the vehicles as a means to launder money. The penalty for failing to do so, is staggering. Type "USA Patriot Act" into your favorite search engine, it is very real. This is the address to the official government website for the Patriot Act: www.fincen.gov/pa_main.html The site draft Mr. Moraetes presented to us was not valid for payment until all of the stipulations set forth by Capital One were met by Mr. Moraetes. The fax he refers to pointed that out, but he failed to mention that here. It is our experience that more often than not, American Honda Finance's rates are more competive than Capital One. In other words, we offered to try to save him money by going through a lending institution other than Capital One. What Mr. Moraetes also failed to mention, is that we would have released the vehicle after he met the stipulations as set forth by Capital One, we have done this for other customers and did extend him the same courtesy.
