BMW of Silver Spring responded

We would certainly like to get in touch with Chipman54. We now offer paint service for the tow hook inserts required for these bumpers. We did have a short period of time where we did not have an immediate source to paint these items. We always look to respond to clients concerns, it is always our thought to try and deliver whatever services our clients desire. Sometimes the need for those services is best made aware by customer feedback. This particular item is about 2” by 2” and requires a painter to match this item to the color of the car. It has not come up prior in client comments, but we are putting a process in place to see that all clients can have these painted as needed and at a fair charge.
