Harry Robinson Buick GMC responded

Thank you for speaking with our service manager Jeremy about this issue. As Jeremy told you, we found that the HHR had a history code for the BCM not communicating with the power steering. It was an intermittent problem that was not current at the time we had it in the shop. The most logical diag would be to replace the BCM if it clearly showed a history code for non communication. In order to fix the problems the vehicle is having we have to start attacking the problem where the codes are showing malfunctions. We can't replace the power steering motor just because it has a special coverage, in fact, there's a high risk of the other service center you used being charged back by GM for that repair. Thank you for sharing your experience and for speaking with Jeremy. It's our intention to always do what's right and I appreciate your understanding.
